The LBMA Guidance is based on anti-money laundering principles as well as the five steps framework for risk-based due diligence of the OECD Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High Risk Areas. The LBMA guidance is intended to provide a flexible framework for carrying out due diligence in this area and thus to minimise the cost of compliance for refiners, whilst ensuring that their feedstock and thus their output remains conflict-free.
Implementation Schedule
31 Jan 2012 – Deadline for LBMA GD Gold Refiners to indicate they accept and will implement the guidance. July 2012 - OECD Gold Supplement was adopted. 18 Jan 2013 - LBMA Third-Party Audit Guidance* issued. Q1 2013 – Refiners whose financial year runs January to December should arrange for their audit to take place during this period. However, a final Audit Report is not due until 31st December, 2013**.
*This document gives auditors guidance as to how to audit using the LBMA Guidance to ensure consistency and to add transparency to the process.
**For some Refiners this may be 30 April, 2014, as an LBMA Audit Report will be due no later than one year after the closing of the refiner’s financial books.
