Rules matter, but enforcement is needed to apply any type of regulation.
LBMA’s third recommendation calls on International Bullion Centres (IBCs) to ensure that government agencies have the authority, resources, and mandates to take action when standards are breached.
This includes:
- Empowering enforcement agencies and provide clear guidance on how they will enforce the rules and regulations.
- Encourage transparency and public reporting where possible.
- Establishing clear investigative procedures
- Implementing deterrence mechanisms
- Improving transparency and public reporting on enforcement
Without credible enforcement, responsible sourcing frameworks cannot function effectively. Strengthening these capabilities is essential to protecting the market from illicit gold flows.
